PSI was selected by the City of Independence to implement a PAVER pavement management system of the 27-mile Independence street system. We utilized existing Polk County GIS data to develop a preliminary pavement inventory and performed street sectionalization based on a detailed review of existing as-built construction history. PSI performed a network-wide visual survey according to ASTM D 6433, Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys, measuring individual pavement distress type, severity, and quantity.
PSI also performed a structural analysis of the City street system, including nondestructive falling weight deflectometer (FWD) testing, pavement coring and shallow explorations, and dynamic cone penetrometer (DCP) testing. Using the results of the structural analysis, PSI was able to develop maintenance and repair strategies custom tailored to the needs of the Independence street system.
Following the visual survey and structural analysis, PSI worked closely with the City to develop customized maintenance and repair prioritization plans and evaluate the impact of various budget amounts to the street system. PSI presented the project findings to the Independence City Council to assist in developing a street utility fee.
